using inet or webbrowser and PHP in a program

  im having some issues with my program and a webpage that uses PHP.  the webpage takes variables after the php (like bla.php?target=name&number=5) which i determined from a packetsniffer on myself.  but, my problem is, i think it's not posting or getting or whichever is proper for the site.   im kinda describing my situation kinda crapy, but if someone messages me, i can describe and show a little better.

  to get the results of a PHP page do:
  MsgBox Inet.OpenURL("bla.php?target=name&number=5", icString)
  it need not be in html.
