Is there a way to include a javascript file as part of an ASP.Net theme?

Hi all, I have a strange need here. Basically, I am designing a site that is at the whim of clients who decide to change things around and use different functionality from other clients. most of it could be accomplished by javascript, if only I could define the javascript file as part of a theme for the client. Does anyone have a construct for doing so? Cheers Si
