To download the .NET Framework Platform Update 1, there are two options.

•  Microsoft .NET Framework 4 Platform Update 1 – Design-time Update for Visual Studio 2010
  SP1 (KB2495593) which includes Visual Studio updates and framework updates
• Multi-Targeting Pack for Microsoft .NET Framework 4 Platform Update 1 (KB2495638) which includes just
  the framework updates
