IBM offers free App Server

IBM WebSphere Application Server Community Edition Version 1.0 is a lightweight Java 2 J2EE application server built on Apache Geronimo.

It includes the IBM Java RT environment, Cloudscape database, connectivity drivers for Cloudscape and other DBs, and an enhanced UI. It is free to download and use. It already has J2EE 1.4 certification (with support for IBM and Sun JDKs), an Eclipse plug-in for creating, deploying, and debugging applications, and support for Apache Tomcat.

IBM has also included centralised configuration and control through an administrative console, and migration aids from Gluecode, which it recently acquired. As well as being free to use and (mostly) open source, you can see and modify the source code if you want to. You can also buy any of three support options from IBM.
