Determine lisences in use

  I want to allow my app to check how many people is currently using the program.This can easily be done by keeping a counter in a file or db, but what if the program terminates abnormaly, how will i ensure that the license file is decremented by 1.Say for example i want to close the program and it gives me a illegal operation.The license count must still be decremented by1 but how?
