how to capture raw packets

hi i wanted to know how to set the NIC to promiscuous mode so that i can capture all the packets on the network. i know winpcap is a library for doing so ... but how to apply it is vb.net to capture packet .. i dont want any third party softwares is this!! and i am a beginner.. can anybody please help??
