  how to load sum specific software into a certain page using ASP coding??
  such as..admin able to open Microsoft Access(database) in an IE...

  First off one of the points of server side scripting, asp, asp.net etc., is to display data from a database and avoid directly opening the database. For opening any application in general it not really possible with server side scripting, probably for security reasons but also because the meaning of server side scripting is that it does not do anything with the client.
  It might be possible to do what you want with javascript but that goes beyond my knowledge.
