Invalid derivation from base type "extension"

  Hi,
  I would like to ask for your guidance please.  We are
  trying to establish an interface with a web service
  that uses the attached WSDL file.  We're using JDev
  10.1.3.3 (SOA Suite) and the BPEL project is unable to
  build the schema based on the WSDL file.  It gives an
  Exception error - Problem building schema (invalid
  derivation from base type "extension".  Any guidance
  or help will be greatly appreciated to evaluate the
  attached WSDL file to find where the issue(s) lie?
