Right to left Fonts

  what am i doing wrong?
  i have this site i need to edit, but when it comes to the font, it will only show the english font.
  for the mideteranian font (Arial, miriam..) it will show those annoying scrumbles.
  (it will only show them correctly if i go to view > encoding > unicode / or to the specific language label (after the site has already been loaded)
