A global hue-and-saturation-changing program like Avivo Color

My local library's computers have ATI video cards in them, and I love using Avivo Color, because I can change the Hue and Saturation any way I see fit for every program on the computer. Now I need a program like that for my own computer, since it doesn't have an ATI card, and for any other non-ATI computer I use.
I went to Cyber-Hell and back trying to look for a program like Avivo Color, but was unsuccessful. So it looks like I'm going to have to ask you guys to help me out. Can you make me a program like Avivo Color? Or at least teach me how to make one?
