VB6.0 error - Can't load DLL: MSJTER35.dll

  Hi, my VB6.0 program was complied in P-code mode and distributed by a third party installation program. It was tested in a clean Win XP Pro machine and worked well before distribution. However, it encountered error - "Can't load DLL: MSJTER35.dll" when distributing and running on my client's machine in Win XP Pro platform. What 's wrong?
  

  
  My setup.exe does not contain Microsoft Jet 3.5 including MSJET35.dll, MSJINT35.dll and MSJTER35.dll because I think it should be bundled with Win XP. I distributed DAO350.dll.
