errors while running the cgi scripts in linux thru

  i am getting the error while running the my project thru apache server .i right now installed apache server.and while running my project thru the same.i am getting the following error in browser.
  

  
  Forbidden
  You dont have permission to access / on this server
  

  
  when i saw the error_log file i find the following error there
  1.Accept mutex:sysvsem(Default :sysvsem)
  2.caught SIGTERM:shutting down
  anyone came accross the same problem plz help me out regarding this .
  plz i need help desparately.
