Japanese IME

Not sure if this is correct place to post this, but....

Trying to install Japanese IME on an XP machine networked to a Server 2003 Domain.
    Students all have mandatory profiles.

I can install Japanese IME and works well with the student profile seed.
However, it does not function correctly when a student logs on.

The input mode and other options do not show up.

Is there a group policy or permission that may be affecting it? searched but couldn't find one.

Sorry qwijibow, Linux is not an option

any help would be gratefully appreciated thanks.
