Allocation Software/Program Query

  I am looking to get some software made, effectively similar to a Cinema's allocated seating software. Whereby a user could press a button, get a ticket with a number on it, and that would be their position. When they left, they could return the ticket to the machine, and that place would then be available for reallocation. It would need to have an editable database within, so as to be deployed in various locations, some with 10 spaces, some with 1500.

  What I am most interested from you kind folk, is an estimate on what this sort of software would be worth. How much should I prepare to spend should I be paying someone to create this for me?
