VB6.0 Print Problem with Win XP & 98

Hi, I wrote a VB6.0 program to print mailing label by Printer.Print method. I used a line counter to check to eject to a new page (Printer.NewPage) if the line counter is greater than 88 (for font Times New Roman at size 8, maxim lines per page tested in Win 98 is about 92.4 by Printer.Height/Printer.TextHeight("X") for a A4 paper (21.2 x 29.8 cm) ). By testing at a clean Win XP Pro and Win 98 machine seperately, I found different results. For WIn 98, it works well. But for Win XP Pro, an extra page is printed following each page, i.e. I got 8 pages in Win XP Pro while 4 pages in Win 98.

What is wrong? Is it caused by the slight different margin or font size for different OS? How to locate the cause and fix? Please help.
