I cant get get in to Bios to change the boot to cd

    hey guys i have a TOSHIBA Dynabook P-3 laptop and now i have it for like 2 years and i havnt tried to format it since i bought it,and now that it acually needs a format i cant do anything my windows XP pro cd wont boot..and i cant even get on BIOS to change to cd-rom boot first,i tried all the F1-F12 Del buttons but none of them reacted..so please guys if any one knows anything how to help me to get to my BIOS i'd appreciate it alot...please anyone?
