  Maybe you should be a bit more specific on what the problem is, and what you're expecting for help.  Generic / high level questions like this, generally don't get a lot of response.  Especially in this case, since this is a very generic problem, with many (possible) solutions already posted, and ongoing research being done.

  Another thing you could do is to do a search on Google, using "traveling salesperson problem vb" as the search-criteria.  You'll get approx. 16.000 results, and among the first couple there are some that include VB code.
