Package and Deployment Wizard

I have created many packages with issues for different platforms, however I seem to come accross an issue that I am struggling to resolve. Sometimes when running an install on a Windows 2000 pc it stats that some files are older than the current ones and I should restart the pc to continue. This I do however when I run the same setup.exe again it simply repeats the message. I don't know whether it is related to the SP on the machine or not. This message comes up before the actual setup install screen (when it is installing certain components).

Can anyone shed some light on this for me?
